An approved plan for 1,077 homes and a USTA Mid-Atlantic tennis campus on about 246 acres between Evergreen Mills Road and the Dulles Greenway, just south of the Town of Leesburg (County staff report, Apr. 10, 2024 (opens in a new tab)). Approved April 10, 2024 (Loudoun Times-Mirror, Apr. 11, 2024 (opens in a new tab)). The land developer, Hines, calls it Evergrove (Hines, July 30, 2024 (opens in a new tab)).

We haven’t yet verified pricing, floor plans, HOA dues, or a sales date. This guide separates what’s approved from what’s only planned, and we update it when an official source changes.

What the county approved, where it is, and what has been said about when.

Hines’ July 2024 announcement describes 1,076 homes plus 200 for the county’s affordable program (Hines, July 30, 2024 (opens in a new tab)). Those categories don’t match the county’s, so we use the county’s approved figures. The original 2021 application sought 1,238 homes and was revised before approval (Loudoun Now, Sept. 14, 2021 (opens in a new tab)).

Where it is, and why it has two names

East of Evergreen Mills Road (Route 621), west of the Dulles Greenway, and south of the Town of Leesburg (County staff report, Apr. 10, 2024 (opens in a new tab)), south of Heritage High School and west of Leesburg Executive Airport. The land is outside town limits, so the county decided the rezoning (Loudoun Now, Sept. 14, 2021 (opens in a new tab)).

Village at Clear Springs is the name on the county case (County staff report, Apr. 10, 2024 (opens in a new tab)). Hines calls the community Evergrove (Hines, July 30, 2024 (opens in a new tab)), as does USTA Mid-Atlantic’s campus site (USTA Mid-Atlantic campus location page, updated Mar. 2026 (opens in a new tab)). We haven’t found a formal renaming date, so expect both names.

Searching online? An unrelated Evergrove is being built near Richmond, Texas (Tri Pointe Homes, Evergrove (Texas) (opens in a new tab)). The villageatclearsprings.com home page still says “proposed” and carries a January 2023 date (villageatclearsprings.com, modified Jan. 2023 (opens in a new tab)).

Age-restricted homes

274 homes, 121 detached and 153 attached (County staff report, Apr. 10, 2024 (opens in a new tab)). Only those homes are described as age-restricted. Age and occupancy rules aren’t published yet; we confirm them in writing with the builder before you commit.

Affordable homes

180 multifamily affordable units and 12 attainable townhomes (County staff report, Apr. 10, 2024 (opens in a new tab)); Loudoun Habitat for Humanity plans 12 townhomes on land donated by Hines (Loudoun Habitat for Humanity (opens in a new tab)). Apply through the county ADU program (opens in a new tab) or Loudoun Habitat (opens in a new tab), not our list.

Builders

Lots were presold to DRB Group and NVR, Hines said in July 2024 (Hines, July 30, 2024 (opens in a new tab)). Brands, home types, and lot split aren’t verified. DRB’s Loudoun listings didn’t include the community when we checked (DRB Homes Loudoun listings, checked September 28, 2026 (opens in a new tab)).

What’s been said about timing

  1. September 2021Original application sought 1,238 homes (Loudoun Now, Sept. 14, 2021 (opens in a new tab)); later revised.
  2. October 2023Planning Commission recommended approval. The original applicant estimated construction in 2026 or 2027 (Loudoun Now, Oct. 24, 2023 (opens in a new tab)), before the land sale.
  3. April 10, 2024Board of Supervisors approved the rezoning, 7–2 (Loudoun Times-Mirror, Apr. 11, 2024 (opens in a new tab)).
  4. July 30, 2024Hines announced its acquisition; construction expected to start summer 2025 and finish in 2030 across three phases (Hines, July 30, 2024 (opens in a new tab)).
  5. September 28, 2026No builder sales page or pricing found (DRB Homes Loudoun listings, checked September 28, 2026 (opens in a new tab)). Current stage of site work not verified.

Amenities, access, schools, and costs

What’s planned nearby, and what to confirm for a specific homesite before you sign.

USTA Mid-Atlantic tennis campus

The current plan: about 20 acres with 17 outdoor tennis courts, 10 indoor courts, 6 outdoor clay courts, 6 padel courts, a championship stadium court, and the foundation’s headquarters (USTA Mid-Atlantic facility plan, updated Mar. 2026 (opens in a new tab)). The mix has changed since earlier announcements that included pickleball (USTA, Aug. 20, 2024 (opens in a new tab)). Resident access, membership, or discounts: not verified.

Parks and community amenities

County staff described a linear park through the middle of the site and a park at the southern end, per Blue Ridge Leader (Blue Ridge Leader, Feb. 28, 2024 (opens in a new tab)). Hines has described private clubhouses, pools, and neighborhood parks (Hines, July 30, 2024 (opens in a new tab)). Which neighborhoods they serve, opening dates, and costs aren’t verified.

Leesburg Executive Airport

The site is within one mile of the airport’s LDN 60 noise contours (a 60-decibel day-night average) (County staff report, Apr. 10, 2024 (opens in a new tab)). A buyer disclosure, a noise study, and noise-reducing construction were added before approval (Loudoun Now, Apr. 11, 2024 (opens in a new tab)). Ask the builder for both for your homesite.

Roads and commuting

Evergreen Mills Road is the site’s western edge (County staff report, Apr. 10, 2024 (opens in a new tab)). North of the site, the Town of Leesburg is widening about 1.3 miles of Evergreen Mill Road to four lanes, from the Heritage High School entrance to Route 15; its January 6, 2026 update reported design complete, bidding expected in early 2026, and completion estimated for winter 2028/2029 (Town of Leesburg, update of Jan. 6, 2026 (opens in a new tab)). Road commitments tied to this rezoning aren’t verified yet. Budget for Greenway tolls if you’ll use it.

Schools

LCPS assigns schools by address, recommends confirming with Planning & GIS Services (571-252-1050), and doesn’t guarantee an address keeps the same schools (LCPS attendance zone maps (opens in a new tab)). For a home without an address yet, ask LCPS how assignment will work before you sign.

Costs to confirm before you buy

  • HOA and any amenity or 55+ association dues
  • Lot premiums, options, and design-center selections
  • Conditions on builder incentives, such as an affiliated lender
  • Real estate taxes on the finished home
  • Commuting costs, including tolls

Before you register or visit

Each builder sets its own rules about when a buyer’s agent must be introduced, and those rules can affect your representation. We check that builder’s current policy with you first.

Choosing the home and homesite

Total cost beyond base price, lot premiums, dues, and incentive conditions. Homesite position relative to the Greenway, airport noise contours, open space, drainage, and later phases.

Contract through closing

Deposits, completion-date and price-change terms, warranties, design-center deadlines, independent inspections, and the final walk-through. We’ll tell you when a question needs an attorney.

We also compare nearby resale homes, which may be available sooner or cost less in total. How we’re paid depends on the builder’s policy and your written agreement with us; we explain it before you commit to anything.

Own a home nearby?

New construction competes with some resale homes and not others, depending on property type, location, condition, price, timing, and how much comparable new inventory is actually for sale. We won’t predict what this project does to your value; we’ll show you the comparable sales and competing inventory for your home.

Selling to buy here?

A new-build timeline rarely lines up with a sale. We plan the sequence with you: when to list, how the builder treats a home-sale contingency, whether you’ll need a rent-back or temporary housing, and what to ask your lender.

We haven’t verified whether the builders here will sell to investors or whether rentals will be allowed, so we don’t publish rent or return projections for this community.

Affordable dwelling units are sold through the county program to eligible first-time buyers (Loudoun County ADU program (opens in a new tab)), so they aren’t an investor option. For tax, legal, or lending questions, bring in a qualified professional.

Documents needed before any return estimate

  • Builder policy on investor or non-owner-occupant purchases
  • HOA rental caps, minimum lease terms, and short-term rental rules
  • Occupancy rules for the age-restricted homes
  • Investment financing terms, taxes, insurance, dues, and maintenance
  • Comparable rent and vacancy evidence, and any resale restrictions

Is Evergrove the same place as Village at Clear Springs?

Yes. Village at Clear Springs is the name on the county’s land-use case, and the land developer, Hines, calls the community Evergrove (County staff report, Apr. 10, 2024 (opens in a new tab); Hines, July 30, 2024 (opens in a new tab)). An unrelated Evergrove is being built in Texas, so check the location on anything you read.

Where exactly is it?

East of Evergreen Mills Road, west of the Dulles Greenway, and south of the Town of Leesburg, outside the town’s limits in Loudoun County (County staff report, Apr. 10, 2024 (opens in a new tab)).

How many homes will there be, and what kinds?

1,077 homes: 230 single-family detached, 667 single-family attached, and 180 multifamily affordable units, including 274 age-restricted homes (County staff report, Apr. 10, 2024 (opens in a new tab)).

Who is building the homes?

Hines said in July 2024 that the lots were presold to DRB Group and NVR (Hines, July 30, 2024 (opens in a new tab)). We haven’t verified which brands or home types each will offer.

How much will homes cost?

We haven’t found published pricing from either builder as of our latest check. We won’t publish estimates; we’ll email pricing to our update list when a builder releases it.

When can I buy or move in?

No sales-opening date is verified. In 2024, Hines expected construction to begin in summer 2025 and finish in 2030 (Hines, July 30, 2024 (opens in a new tab)); that is a forecast, not a commitment.

Is there a 55+ section?

Yes. The approved plan includes 274 age-restricted homes (County staff report, Apr. 10, 2024 (opens in a new tab)). Eligibility and occupancy rules haven’t been published in a form we could verify.

Can I apply for an affordable home through you?

No. Affordable homes here go through Loudoun County’s Affordable Dwelling Unit program (Loudoun County ADU program (opens in a new tab)) or Loudoun Habitat for Humanity (Loudoun Habitat for Humanity (opens in a new tab)). Our update list isn’t an application.

Will residents be able to use the USTA tennis campus?

Not yet verified. USTA Mid-Atlantic has published its facility plan (USTA Mid-Atlantic facility plan, updated Mar. 2026 (opens in a new tab)), but no resident access, membership, or fee terms.

Which schools will serve these homes?
